If you wish to learn Bharathanatyam (The classical dance form with such deep TAMIL roots) and learn about the associated culture, Chennai is definitely the best place. Yes, the weather is hot, but from what I have expereienced and heard, Delhi is even hotter during the summer time. Atleast Chennai has the sea breeze which keeps the temperature somewhat moderate. Winters are quite pleasant (temperatures ranging from high 60s to low 80s). The Tamils have a very very ancient culture (probably superior to the North because it is more ancient and more pure i.e. less influenced by the Mughals and Persians). The Tamil language itself is one of the four classical languages in the world (Sanskrit is also one of them, but Tamil is even more ancient than Sanskrit). You will also find the southerners more cultured and educated (Kerala has the highest literacy rate in India). Several of my friends (westerners) have recently been to Chennai to learn yoga, and they have all had very positive experiences and they all loved it ! I would vote for chennai anyday !
