Teaching Bharathanatyam and Arangetram

Hi!

I have a question; I have seen some teachers in overseas teaching Bharathanatyam and having Arangetram for their students without have not done their Arangetram.

But they are fully qualified in Bharathanatyam and successfully completed their Bharathanatyam couse under prober GURU.

My question is: are they eligible to teach Bharathanatyam and have their students Arangetrams.
