You are absolutely correct. However, an arangetram is considered a prerequisite for a dancer who wishes to give solo performances say, for example, in some Sabha in Chennai.
My suggestion is that the dancers be auditioned by a neutral committee put in place by the Sabha in order to qualify to give a solo performance. An arangetram is a meaningless standard to measure a dancer's capability. Teachers (under parental pressure) will let anybody give an arangetram as long as they can pay their way through it. I have sat through some horrible arangetrams and wondered what the purpose of this whole exercise is.
This kind of a change requires respect for merit and excellence that supersedes money and petty politics.
